Update Development Status classifier from "3 - Alpha" to "4 - Beta" ahead of the 1.0.0 release. Add three Makefile targets for local dev parity with CI: - make security (pip-audit vulnerability scan) - make docs (mkdocs build --strict) - make docs-serve (local preview server)

Bump the PyPI Development Status classifier from Alpha to Beta ahead of the 1.0.0 release.
