If use in this resolution and in this position by Windows 11 snap feature and change manually in height smaller the problem with the layout persists.

Another question on the website says something about Try our classic installer, but that it's not an offline installer. Is it possible to change that?

Classic installer never has been an offline install it give the app installer file rather than taking you to the Microsoft store. If you want offline installer see here #5176

The offline installer usually doesn't work because there isn't an all-in-one file or it's no longer the current version. Is it possible to get the latest version officially on the website or something similar?

You would have to use the normal installers given on the site. As it's an offline installer there no way for it to update to newer versions. You also have to follow the order I listed in that issue.
