Required inputs

• Frozen ZTL pin, toolchain, commands, fixtures, expected hashes, and report template from OIC-GC-003.
• Tier policy and reviewer independence criteria.

Required outputs

• Independent reproduction report from an unrelated qualified reviewer.
• Environment record, commands, raw results, deviations, failures, and artifact hashes.
• Reviewer identity/conflict statement sufficient to establish Tier-1 independence.

Acceptance criteria

• Reviewer is independent of authors, relatives, co-authors, and developers.
• Results are produced from the pinned public recipe without undisclosed repair.
• Failures and deviations are reported verbatim; partial reproduction is not labelled verified.
• Report is reviewed without converting it into a production-readiness or superiority claim.

Explicit non-goals

• No author-side run represented as independent verification.
• No ZTL adapter implementation/execution, gate opening, or readiness claim.

Dependencies

• Blocked by OIC-GC-003 interface-freeze and reproduction package.
• Feeds OIC-GC-007.

Current gate impact

Independent reproduction remains OPEN and this issue remains BLOCKED until the frozen package and independent reviewer are available.

RECONCILIATION STATUS — 2026-08-17

Historical state:

• OIC-GC-006 was opened as the independent Tier-1 reproduction requirement for the ZTL kernel, distinct from any project-side conformance run.

Successor evidence:

• PR ztl: supply provisional interface-freeze evidence #18 merged (61e479fa33e0b2052bd2d4b301e3d8ca5f80f1be) and OIC-GC-003 — ZTL provisional interface freeze evidence #7 is now closed at the provisional interface-evidence level: signed pin veraxis-ztl-input-v0.2-signed → kernel 56e1ff0510c62b04dbd85bbe08b7a6deacbf276b, interface-freeze-v0.2 with 13 REACHABLE + 3 NOT_REACHABLE.
• That evidence explicitly leaves this issue open, in its own words:
  • adapters/ztl/ZTL-DOSSIER-v0.1.md §13 — "Independent reproduction status — OPEN. No independent reproduction has been performed. This field is deliberately left open rather than filled with a weaker substitute."
  • adapters/ztl/README.md — "independent Tier-1 reproduction remains OPEN"; "Independent Tier-1 reproduction | OPEN | not the ZTL side, by rule"; "No statement in this directory asserts that ZTL has been independently reviewed or reproduced."
  • adapters/ztl/evidence/RELEASE-PROVENANCE-v0.1.md — the signature "attests who published the reference, not that the theorems are correct, the fixtures adequate, or the corpus independently reproduced. Item independent Tier-1 reproduction remains OPEN."

Remaining closure conditions:

• Reproduction of the interface-freeze-v0.2 fixture set at kernel pin 56e1ff05 by a Tier-1 reviewer who is independent of both sides, with published method and result.
• Explicitly insufficient, and not accepted as substitutes:
  • project-controlled or author-side reproduction, however thorough;
  • reproduction by Vitaliy Reznik — the kernel author cannot independently validate his own kernel for this purpose;
  • reproduction by OIC implementers or authors, who are the consuming side;
  • any run of verify_fixtures.py performed inside this repository or by this projects tooling.
• The acceptance standard is not lowered to permit closure. If it were, closing this issue would establish nothing.

Claim ceiling:

• Nothing in the merged ZTL evidence establishes independent verification, ZTL maturity, or an interface freeze in the stronger sense.
• This issue remaining open is a load-bearing fact about the repositorys assurance state, not an administrative backlog item.
