Approving/rejecting code flashes my terminal out of the TUI for a frame

I'm using iTerm 3.6.8 on macOS 26.3.

Fixed on main in 441dfab (tui: avoid terminal suspend for unsigned actions).

What changed:

• TUI review actions no longer unconditionally leave the alternate screen / raw mode
• when no signing key is configured, actions now run without terminal suspend
• that should avoid the visible one-frame terminal flash in the common unsigned case
• when a signing key is configured, we still keep the old suspend/resume behavior for now as a conservative fallback for interactive pinentry scenarios

Follow-up for the broader terminal-suspend/signing cleanup is tracked in #13.
