Filing a bug to track as this is seen on every pull request. We haven't had any volunteers to maintain the Windows github build, so I was planning to remove these in #10425 , but it seems there is some interest to keep this, so let me file a bug to track the status. Of course better if we can keep this job in CI (... it does need to pass in normal case).

@kv2019i Pull request #10437 solves the problem with building PTL on Windows. It seems to me that the problem was not caused by changes in Zephyr but by enabling userspace in PTL, which caused this new dependency on a tool that is installed by default in most Linux distributions.
