Add manual for Stride CLI tool (#3240)

Now Stride have new cross-platform dotnet tool Stride.Cli for managing Stride versions and creating/building projects from the command line.
We need manual in docs for this new tool described in PR.

I have already started writing a page for it, but most of that information should probably go in their respective pages (create a game, manage versions, etc). I'll hopefully have a PR for it finished this week
