Better notification system

Right now, all of the logging for the data collection goes to either the Apache error.log file or the crontab log files (which generally get emailed to the user whose crontab it is). It would be better to both have a cleaner logging system and a better mechanism for notifying the administrator if data collection has failed or run into an error.
