Support BluetoothSocket read change introduced in API37

Description

Because our active head unit cannot run with hello_sdl_android as the router service easily, I am using Best Practice template, but this is potentially a bug in sdl_java_suite library.

Android 17 (API37) introduced BluetoothSocket read behavior change. See https://developer.android.com/about/versions/17/behavior-changes-17#bluetooth-rfcomm-socket-change for details. SDL Bluetooth transport may cause a problem with this change when running on Android 17 with API37.

Please note: to duplicate the issue, we need to make the sdl_java_suite library to support targetSdkVersion = 37.0. It's yet another task item.
