Move away from using file-name ordering in cloud docs

When using ordering by filename prefixes in docusaurus, a simple reordering might trigger many file changes as every other file in the folder might have to be renamed. It might also create broken links.

Move to using metadata ordering instead (order specified by frontmatter or yaml-file).
