Add build setting

I dont know if this is wishful thinking but Am thinking cant we add a command for adding a build setting to a given project. The command can have two subcommands;

• project - which is the project name
• Command - which is typically a job to be executed.

This command could be used in this way:

sem build-setting --project --command
