Update Part-13 content to make pygame-ce as default game library instead of pygame on windows

The content in part-13 of the course should be updated to make pygame-ce as default game library instead of pygame as it not install properly on newer python version for ex - 3.14 and above.

While pygame is not available for Python 3.14 I was able to install pygame by switching to Python 3.13.

I am using Python install manager as described here

Close everything related to Python, i.e. VS Code, running interpreter etc.
Install 3.13: py install 3.13
I removed 3.14 just in case: py uninstall 3.14
And installed pygame: py -m pip install -U pygame --user
