Add page on non-YAML/Lua tools to the Quarto documentation

Description

The Quarto docs currently list extensions created with YAML and Lua.

This is a suggestion to add a page listing other tools that work with Quarto, to help users discover them, beyond those listed on the extensions page (i.e., not YAML and Lua extensions). Some examples that I am aware of/have come across...

Documentation

• quartodoc - generate Python package API reference documentation.
• great-docs - generate Python package API reference documentation.

Linting and formatting

• Panache - language server, formatter, and linter for Markdown, Quarto, and R Markdown.
• lintquarto - python package for running existing linters, static type checkers and code analysis tools on python code in Quarto files (disclaimer: package I've been working on 😊).
• loom-lsp - language server for Quarto documents.
• vale - linter for prose.
• rumdl - markdown linter and formatter.

Author metadata

• plume - R package for generating or injecting author information into Quarto from tabular data.

Citation
