Investigate providing prebuilt wheels

Initially this was not straighfoward.

I remember issues related to

• Size of the wheel built (too heavy to be published)
• Difficulties to build on all OS.

We could reconsider and try again - things may have changed

Work still need to be done. There is definitely a size issue with pipy. Currently, conda-forge build is only available.

We also have #5 to fix.
