[Bug]: 0.0.22-nightly.20260501.170 spawns terminal window periodically on Windows

Steps to reproduce

1. start the app.
2. wait a couple of minutes.
3. a terminal window appears for a split second and vanishes.

Expected behavior

No terminal window randomly appearing

Actual behavior

The terminal window appears every couple of minutes and vanishes instantly. This is not tied to this nightly specifically, but it is definitely a nightly problem.
It's very hard to give sufficient information because I really make a screenshot of this because it happens so fast.
