Bug - Sidebar - Hidden on smaller screens

Describe the problem
Sidebars will not be visible on the page when using a smaller screen and isManagedSidebar is false on the Page.

How do you reproduce the problem?
This can be seen on the PatternFly website: https://www.patternfly.org/components/page#vertical-navigation

1. Reduce the size of the browser window until the sidebar automatically closes
2. Click the hamburger button to try to open it again
3. The sidebar does not open

Expected behavior
The sidebar should appear on the page as it does when using isManagedSidebar on a small screen.

Is this issue blocking you?
We cannot update our mobile app to the newest version of PatternFly due to this.
