Retention configs

Hi. Was wondering how retention is working:
You have the general config in configuration. and you also have a config per stream. so i assume stream beats general config?
Is the config of retention saved at the video file? so what happens if i change the retention days? default was 0 (no deletion) and tried to change that and manual trigger the retention job:

but nothings happens. so chaning is only for future videos, because it is stored at the video file?
