Feature request: show explanatory message when settings are locked due to active blocks

Requested behavior
When a user tries to modify settings while apps are blocked, show a clear message such as: “Settings are locked while apps are blocked. Unblock all apps first to make changes.”

Why this helps
Right now it’s unclear whether this is a bug or intended behavior. A simple explanatory message would remove the confusion and make the restriction feel intentional rather than broken.

•	Device: iPhone 15 Pro
•	iOS version: 26.4

For which settings? Currently I have "Unblock all apps to change ..."
But if this is confusing definitely want to make this cleaner. Screenshots of the exact sections would be helpful.
