Remove duplicate pkg manager field from `package.json`

We shouldn't remove it. In the future, we'd expect all package managers to respect devEngines, if they don't already.

I found this pnpm/pnpm#10932 for our case, I think we can remove packageManager extra field because pnpm respect devEngines

Indeed, the root packageManager field is nonstandard and should be removed. devEngines is the way.
