Submission of a MAG/bin without submitting the assembly or raw reads

Description of feature

In cases where assembly and raw reads are not submitted, ENA data model allows connection of MAG/bin sample to the source BioSample directly.
To support this, it's required to modify the schema, update genome_uploader and tests.
