Create API docs

One thing that regularly comes up is that taskgraph doesn't have any API docs and it could really use some. Ideally this would also include some examples and/or cookbook-style recipies of how to use the package.

Interestingly, we do have a readthedocs build for this, but no actual rendered docs.
