Improve normalization for PyREPL users

This means bringing back bracketed paste mode #25216 and improving normalization, such as adding extra newline when normalizing code to execute for Python3.13 and above when user is using PyREPL.

We know user has disabled PyREPL if they have opted into shell integration setting for Python and are using Python version >= 3.13.0

Thought we needed extra work to handle trailing lines that requires manual shift+enter atm.

Verification steps:

1. latest pre-release of python extension
2. Make sure you are on Python3.13 or above
3. shift+enter with bunch of Python code blocks
4. Make sure you dont see any weird indentation error.
