[Bug] Installation of 0.18.0.20260520009 triggers a warning about unsigned artifacts (com.sun.el)

Describe the bug
When updating to the newest Eclipse Copilot via Marketplace update page it warn for an unsigned artifact:

Classifier: osgi.bundle, Id: com.sun.el, version: 2.2.0v201303151357

To Reproduce

1. Help->Install New Software
2. Work with: "https://azuredownloads-g3ahgwb5b8bkbxhd.b01.azurefd.net/github-copilot/", select GitHub Copilot, hit "Finish"

Expected behavior
No warning about unsigned dependencies.

we did not introduce that dependency:

Meanwhile, 2023-03 is not in our support list

The key root-cause path is:

com.microsoft.copilot.eclipse.ui → mandatory org.eclipse.mylyn.wikitext.ui >= 3.0.48 → org.eclipse.help → Help/JSP/EL dependencies → legacy com.sun.el.

So Eclipse 2023-03 is older than the dependency floor encoded in Copilot 0.18.x. p2 tries to resolve those newer requirements by pulling/updating external Eclipse/Mylyn/Help dependencies, and that resolution path can include the unsigned com.sun.el artifact.
