chore(release): align PyPI/NuGet to 0.20.13 and Maven to 7.20.13

Completes the coordinated cut: PyPI 0.20.11 -> 0.20.13, NuGet 0.20.11 -> 0.20.13,
Maven 7.20.12 -> 7.20.13. All four registries now share the patch number, and stay
locked to a single shared patch going forward instead of drifting per-registry.

The two integration-test poms sit outside the root reactor, so versions:set did
not reach them; their parent refs are bumped by hand or they would build against a
parent that no longer exists.
