When we forward an HTLC and the outbound edge provides us the preimage, we always FC the inbound edge at only CLTV_CLAIM_BUFFER blocks from expiry. This is fine, but it would be nice if users could configure a higher number, allowing them to tolerate their own downtime more at the expense of more risk of FC due to being less tolerant of counterparty downtime.
