libudev-compat should probably provide a .pc file for pkg-config, otherwise configure scripts can't find libudev.
I've tried to just put in the one from eudev and it works perfectly. Should I create a pull request with it? There's nothing eudev-specific in it. It even has systemd's standard “this file is part of systemd” header (although that should probably be removed without any licensing considerations, it's a config, not code).
Low priority probably.
