moving to uv

Can we move this to uv or either have pinned dependencies???

Pinned deps sounds good to me. I have issues with 2 software that use uv but that is not available in my hpc conda envs. Not impossible to work around this... but easier if it works with pip and others, not only uv.

@kinow I was thinking to pin dependencies ,reason i see some dependencies are not pinned to a version so sometimes we get the vulnerabilities related to transitive dependencies . uv was not a requirement that we can skip.
