There is no such thing as a non-PRU review since all code reviews consume 1 PRU if I understand the GitHub documentation correctly.

In fact, the whole module is written in a way that makes it sound like PRUs are for "advanced code review capabilities" and "premium powered features", rather than the fact that all code reviews require a PRU.
