cant use config file to set free model as default #2935

Describe the bug

if model isn't a premium one, cant set it in config.yaml

steps to reproduce:

  1. put model prop in config.yaml
  2. for value, put in a free model slug, i.e. gpt-5-mini
  3. start copilot cli
  4. notice model has changed to something else
  5. cat the config.yaml
  6. notice your entry is deleted

It's a bit weird also that copilot is changing config.yaml, isn't this supposed to be a user controlled configuration file?
