Shift+Enter currently submits the prompt instead of inserting a new line

Describe the bug

Not sure whether this is intended behavior or a feature gap, but it would be helpful if Shift+Enter inserted a new line instead of submitting the prompt to the agent.
Currently, if I press Shift+Enter while still composing a prompt, the agent immediately starts processing an unfinished input. This is frustrating, as it often forces me to cancel and re-enter the full prompt.

did you try /terminal-setup?

if you are on windows you shoud always use cmd, not powershell

It seems its only available on certain terminals.

I'm running into the same issue, but my setup may not be supported.

Problem
I open a Windows Terminal and start an Ubuntu profile tab. I've installed Copilot CLI with NPM in the Ubuntu profile launch Copilot CLI from there. Everything seems to work, Copilot will implement features into my codebase and correctly connect to my IDE (also launched from the Ubuntu terminal.) However, if I run /terminal-setup, I get the same error message.

✗ No supported terminal detected. `/terminal-setup` is supported only in VS Code, Cursor, Windsurf and Windows Terminal.

I used Copilot to do some interactive debugging and it pointed me to this environment variable to show that I am in Windows Terminal.
