It is just so natural to hit enter after writing a promt, that when the intention is to queue a prompt, very often I interfere with the current process by accidentally hitting the return button instead of CTRL+Q
Proposed solution
Maybe when the agent is already cooking on something, show a question that allows the user to indicate if the intention is to interfere/steer the current process, or that the intention was to queue a new prompt for the future.
