Modal Popup not initiating keyboard focus

Fork v 2.21.0.0
Windows 11

What happens:

1. Press Fetch in the top-left

2. Modal popup in the middle of the screen, appears to have "Fetch" in focus as per the blue border

3. Press space bar and nothing happens

4. Left click + drag off the "Fetch" button so it becomes in focus

5. Press space bar and it presses "Fetch"

Expectation:

1. Press Fetch
2. Modal popup
3. Press space bar and it presses "Fetch"

This is quite painful when going over a lot of repos.
