Update Message without update (2.20.0)

I keep getting an update notice, but when I restart and update I am still on 2.20.0 and get the update message again. This has been going on for some time. When I try to download the installer from the web I get a warning asking if I want to downgrade to 2.16.1.

1. Try to reboot the computer. Likely some other process doesn't allow updater to replace all files.
2. If the problem persists, install 2.16.1 and check for updates.
