Warn about disabled location services

What Happened?

Setting time by location is available even when location services are disabled and the feature will not work

Steps to Reproduce

1. Set the time manually to something
2. Disabled location services
3. Set time to location based and see that it doesn’t update
4. Enable location services
5. See that it does update

Expected Behavior

We should probably make this option insensitive and show a warning label with a link to location settings
