Plan Q3 work for RIT RSEs

We need relevant quarterly outputs for Q32026 to be updated, and issues for RIT RSEs to work on under them.

• FEDS M2.2.1: Draft Five Safes RO-Crate profile v1.0 #289
• FEDS M2.3.1: Define the minimum metadata set for projects, access decisions and federation operations #290
