OpenDSS V11.0 support

Latest release 0.15.7 only supports OpenDSS V9.0. OpenDSS V11.0 has been released. There are a lot of new features, such as WindGen.
When will DSS-Python support OpenDSS V11?

Check the beta versions. I think the latest one has an issue with EnergyMeters, but otherwise you can check if it has the features you need. We decided to wait for some fixes to land on EPRI's OpenDSS codebase before releasing with some known bugs. Regardless of bugs or potential missing/disabled features, a full release will be out in August.

Note that OpenDSS V11 breaks backwards compatibility in some aspects. We did try to workaround some of them in our version, but that's one of the reasons we don't have a prompt release for it.
