Document OIDC authentication for DHI image/attestation reads and customization permissions, with the compatibility exceptions stated explicitly:
dhi.iorequire neither a privatedhi/<image>grant nor Read public repositories.The verification example routes free-DHI images and artifacts through
dhi.io. Explain additive grants and read-only public access separately from mirrored/customized Hub repository permissions.This is the corrected replacement for draft #26306, on a new branch. The older draft has not been closed. Publish with the corrected services; it must not precede service availability.

Reviews
Scoped rumdl and pinned Vale 3.17.0 pass, with no new warnings. Independent correctness review checked the preceding draft against source. The explicit-exceptions addition is backed by Packit's 32-test / 202-assertion characterization run and has not received a separate independent review. No full Hugo build; publication/preview CI remains.
