V10.5 Task A.2: Frontend — Load tool_call messages in ChatHistory

Problem

ChatHistory component doesn't include tool_call messages when loading history.

Solution

• Verify /api/chat/{agent_id}/history returns tool_call messages
• Ensure frontend includes them in message list
• Test with conversation that has tool calls

Acceptance Criteria

• Tool calls loaded from history
• Displayed in chronological order
