Create v1 of Urdu localization

A university friend of me speaks Urdu and said he's interesting in working on the Urdu localization.

@moritz-gross: please assign this to your university friend and move it to "in progress" if they are willing to start on it soon. It will be interesting to see what issues turn up with Urdu localization.
