[ci] Bump release-plz to @0.5.127

In other repos I maintain, release-plz has been failing due to a bug in gix.

We haven't hit this yet due to permissions issues, but I suspect we will.

There is a fixed version released if we bump the action to the newest release: v0.5.127

Ah, didn't realize we didn't have the full checksum pinned like most repos I'm in. Might be a good idea.
