[Bug]: ResourceConflictException when deploying durable functions

Expected Behavior

Deployment of example durable functions should always succeed

Actual Behavior

The deployment failed occasionally due to ResourceConflictException

Check the history of example deployment workflow and we can find many failed deployments there

I think we should move to use a SAM template or CloudFormation template as the deployment mechanism instead of the python script under the examples package. The CloudFormation handler should handle these eventual consistency concerns while the function deployment stabilizes.
