Required Permissions for Fine-grained tokens type of Personal access tokens

Hello,

What "fine-grained tokens" permissions for the personal access token (PAT) are required for https://github.com/aws-github-ops/github-merit-badger GitHub actions?

The GitHub user has the Admin role on the repository, and all repository permissions (25) have been applied to the PAT, https://github.com/settings/tokens?type=beta, but still stating "Resource not accessible by personal access token":

Error: Resource not accessible by personal access token
