fix(config): allow disabled emergency delivery

Summary

• allow a reviewed build bundle to disable emergency delivery with endpoints.emergency: null and an empty emergency keyring
• preserve fail-closed pairing for explicit emergency brands and reject fixture keys
• align Desktop and dependency-free Mobile release gates with the runtime's existing disabled-emergency behavior

• pnpm check:ci
• pnpm test — 333 files passed, 3 skipped; 2,862 tests passed, 5 skipped
• focused Desktop/Mobile/common config tests — 47 tests passed
• git diff --check
