Pressing Ctrl + R reloads the application instead of triggering my hotkey

Description

I had Ctrl+R bound to "open project" to attempt match the behavior of VS Code. In the new "Tabs" interface, Ctrl+R reloads the page instead of letting me choose a project.
Also, changing the hotkey back to Ctrl+O did nothing. With my Ctrl+R hotkey, it was 1 second to choose a project, now there is an additional click to open the projects menu. It seems small, but it breaks my flow

Ctrl+Shift+P to open the command palette and Ctrl+F to search sessions do nothing either.
Enabling the setting to show the command pallette in the titlebar does nothing either
