Fix lobby flashing (text, tooltips, panel change)

NOTE: This is caused by ticking a setting that I forgot about a long time ago.

I believe there is a problem with zk chobby menu with the latest BAR engine. This might be an AMD specific bug, I do not know for sure how widespread this is, and I would assume if this was a problem in BAR you would have heard of it by now. There can be intense flashing in tooltips and chat (video shows chat) when typing, that is probably epileptic inducing. A proposed solution, which seems to work, is in zkchobby unticking the setting Settings/Lobby/Minimize lobby updates, and from a quick check this seems to work on my machine.

By activating the Zero-k setting, the problem seems to resolve.

Note: BAR has the zero-k widget, but it appears that it's deprecated/unused in favor of the newer, more encompassing and complicated unified frame time code.

The BAR name for the setting seems better. Also, potentially take the FPS limit advances.
