panel : brightness : crash on startup if current user doesn't have permissions

If the current user doesn't have the necessary permissions for communicating on the i2c bus used by ddcutil, enumeration of displays by ddcutil will crash (throw ?), which will of course kill the panel.

• add to the wiki an example udev rule to grant permissions
• avoid the crash if conditions are met
