Popup surfaces flicker or not visible in other compositors

Also they are not clickable.

Example is menu: video, wayland debug

This was captured on Hyprland 0.55.4 on Debian sid, wf-shell 0.10.0. In LabWC and Sway result is largely the same: interaction is impossible, but menu is flickering into existence while it is active.

Popups in other apps residing in layers are working fine (i.e. waybar, dunst).
