cannot -IgnorePendingReboot, build fails regardless

The Test Server does not have a pending reboot

I am running

Start-LabConfiguration -ConfigurationData $ConfDAta -Credential $cred1 -IgnorePendingReboot

I then get the following

Host configuration test failed and may have a pending reboot.

This is a fresh installed server 2019 evaluation build 17763.rs5_release.180914-1434, and is fully patched per windows self check.

Lability was just installed Install-Module Lability
current version is 0.19.1
