Summary
I tested block series, peaks-over-threshold, and USGS Peaks input data processing. When running the low outlier test with threshold values causes the program to crash. Some low values did not cause the program to crash however the larger values were still less than the mean. Values of 2000 cfs caused a crash however a value of 1900 did not, which was still greater than the 50% value.

Steps to reproduce
Start a new input data set.
Under Exact Data Options select USGS Peak Discharge and enter site 11083500
Under the low outlier test, uncheck multiple grubbs beck test and enter a threshold value
Test lower values and run test. Then test a value of 2000 cfs or greater.
