[ui5-rating-indicator]: Do not announce the increase or decrease of value for readonly rating indicator

Bug Description

There is unnecessary announcement to use the arrow keys to increase or decrease the rating value on readonly rating indicator. You can not interact with the keys when the component is in read only mode, so this announcement is misleading.

On focusing a readonly rating indicator, there should be no announcements how to use the arrow keys to change the value.

Steps to Reproduce

1. Open https://ui5.github.io/webcomponents/components/RatingIndicator/
2. Go to the first sample and focus the first rating indicator
3. Press TAB to move the focus to the second rating indicator that is readonly
4. On focusing the readonly rating indicator JAWS is announcing that you can use the arrow keys to change the rating value
