The Rust workspace gates pass locally, but the 31 ignored database tests were never run against a live MariaDB — this environment has no Docker daemon and no MariaDB service.

CI must provide and successfully exercise the service before the database migration can be called verified. Passing gates that skip the tests is not evidence.

Cannot be verified from this environment, and that is the finding.

The 31 ignored database tests need a live MariaDB. This host has no Docker daemon and no MariaDB service, so running them here is not possible — and passing gates that skip the tests is not evidence, which is exactly why this was raised rather than waved through.

44887922 includes the CI service definition, so the path exists. What it needs is a CI run that actually exercises it: the migration can only be called verified once those 31 tests have run green against a real MariaDB, not merely been invoked.

Depends on #102 (the branch is not pushed, so CI has not run it). Leaving open.
